What are some fiscal policy solutions available to the government?

Hello Austerity Readers. Today we feature the full paper from Dennis Howlett of Canadians for Tax Fairness (CTF) on 'fair tax solutions'. Dennis discusses the pattern of structural austerity at the federal level in Canada (also known as the 'starve the beast strategy' in the United States) in which tax cuts generate deficits which are then used to justify austerity. Dennis then explores alternatives to this approach and ways to make fiscal policy more sustainable while maintaining government services.
