How does fiscal consolidation affect regulation and enforcement?

Hello Austerity Readers. Today we have a paper from the former Director of the Canadian Centre for Policy Alternatives (CCPA), Bruce Campbell on the relationship between austerity and regulatory policy. Between funding cuts for research, supervision, and enforcement and 'regulatory budgeting' - in which new regulations must be met with cuts to existing ones - regulatory policy is 'consolidated', at times with dire human and environmental costs. Bruce explores specific cases as well as role of regulatory capture by industry and of multi-lateral trade and investment agreements (such as NAFTA) in ossifying these approaches to regulation.
